The four scalable models were designed to test different delivery mechanisms across Uganda’s varied infrastructure, geographic, and demographic contexts, from urban Kampala to refugee-hosting settlements in Isingiro and West Nile

All content delivered across the four models is anchored to the Uganda National Digital Skills Framework (DSF), which organizes digital competencies into 6 Competence Areas across 3 Proficiency Levels. Content selection for each model is determined by learner context, available infrastructure, and Programme objectives.
